Philip Spadaro Joins The Intelligence Group

Philip Spadaro has joined The Intelligence Group as a managing director in the company’s Environmental Services Practice.

Spadaro is an international expert in contaminated sediment management and waterfront redevelopment. Technically based in environmental chemistry with strong proficiency in hydrogeology geology regulatory affairs and remediation technology he has more than 28 years of experience applying his expertise and management skills to projects where sediment quality is a prominent issue. He also has extensive expertise in the siting design permitting and construction of confined disposal facilities and in the fate and transport of contaminants in estuarine riverine and marine aquatic environments. He is an advisor to a number of clients in North America South America Europe Asia and the Middle East. In addition Spadaro provides technical support for the Superfund cost allocation process construction claims and cost-recovery actions or other matters related to sediment remediation and dredging.

“This is an excellent transition for me” Spadaro told IDR. “I’m at a place in my career where I’m looking to focus on my chief strengths of contaminated soil management in a complex marine environment. This is the focus I’ve come to in my career and this move allows me to really be there” he said.

Of his years with BBL and then Arcadis he said “I enjoyed every minute” but the company had a broad range of capabilities which didn’t allow him to focus on his specialty.

The Intelligence Group is smaller and “closer to the ground” allowing Spadaro to focus on addressing contaminated sediment management he said.

“We’re not looking to cover a lot of market terrain” he said “but are planning to focus on significant Superfund projects such as the Duwamish River the Lower Willamette River and the Passaic River sites” he said often representing the interests of PRPs (potentially responsible parties). Here the benefits of being a small company with limited clients provides a market space that larger companies cannot fill since a PRP on one project may be at odds with another of a company’s clients.

Spadaro describes his transition from Arcadis as “carefully engineered.” Though his agreement states that he cannot recruit from among his colleagues there three made independent decisions move to The Intelligence Group which has opened offices to service new contracts in three cities – Portland Minneapolis and Syracuse staffed respectively by Chris Moody Kristi Maitland and Bob Ronagnoli all formerly with Arcadis.

.“In addition to our existing contracts these new contracts and the leadership that Philip brings will provide a unique opportunity for our company to better address the needs of clients involved in complex multiparty Superfund sites involving contaminated sediments.
