INVITATION FOR BIDS
Sealed bids subject to conditions contained herein will be received by the Deputy Director Port Panama City 5321 W. Hwy 98 Panama City Florida 32401 until February 19 2003 3:00 p.m. and then publicly opened and read at that time for furnishing all labor and materials and performing all work for the following:
PORT OF PANAMA CITY BERTH DEEPENING PROJECT
DESCRIPTION OF WORK
The work shall include furnishing all of the required permits materials equipment machinery tools apparatus means of transportation and labor necessary to complete the dredging of approximately 256000 cubic yards for berth deepening at the Port of Panama City Florida with spoil disposal at an upland site approximately one mile across St. Andrew Bay on U.S. Government property (Navy Coastal Systems Station). Based upon spoil disposal site capacity and at the Port’s discretion up to an additional 150000 cubic yards of dredging may be included in this contract. This work also includes spoil disposal site management and operation pollution controls and permit compliance as required to meet the intent of the Contract Documents.
Copies of the Contract Documents are on file at the offices of Baskerville-Donovan Inc. located at 109 West 5th Street Panama City Florida 32401; or F.W. Dodge Plan Room 1311 Executive Center Drive Suite 108 Tallahassee Florida 32301. They may be examined at the above address or copies will be provided to the Bidder at a fee of Two Hundred Dollars ($200.00) per set. This payment is non-refundable. Partial sets will NOT be issued. Guarantee will be required with each bid as follows: At least 5% of the amount of bid in the form of a certified check or bid bond payable to the Panama City Port Authority Port Panama City Florida.
Bids accompanied by the Public Entity Crime Statement Bid Bond and Tax Savings Agreement must be submitted upon the standard forms included in the Contract Documents. Also please include the unit price for any components identified on the form; these prices will be used in negotiating additions or deletions in the contract amount.
The Port reserves the right to reject any and all bids or parts of bids and otherwise award the bid determined to be in the best interest of the Port. In addition to the discretionary powers vested in the Port and not in lieu thereof the Port reserves the right to reject a bid based on the absence of adequate budgetary allowances for the Project. The Port reserves the right to negotiate the terms of the Contract including pricing and changes to the Plans and Specifications with the lowest and best bidder. Should negotiations with the lowest and best bidder fail to result in a contract the lowest and best bidder may be deemed disqualified and the port may enter into negotiations with the next lowest bidder. This process may continue until negotiations with all bidders fail. The Port reserves the right to accept the lowest and best bid for a period of up to one hundred twenty (120) days.
A non-mandatory pre-bid meeting will be held at the offices of the Port of Panama City 5321 West Highway 98 Panama City Florida at 2:00 p.m. on February 7 2003. A tour of the spoil disposal site at the Navy Coastal Systems Station will follow. Bidders wishing to tour the spoil disposal site will have to meet Navy requirements for base access to be granted (valid picture ID current vehicle registration and evidence of insurance).
