European Dredging Association Annual General Meet-ing and Conference Focuses on Global CO2 Emissions and Climate Change

The 2016 Conference and Annual General Meeting of the European Dredging Association (EuDA) was held at the Stanhope Hotel Brussels, Belgium on November 15. According to Paris Sansoglou, EuDA’s Secretary General, “Our conferences try to bring timely topics to the attention of our members. The theme of this year’s Conference ‘Global CO2 Emissions: New Business Opportunities for the European Dredgers?’ is clearly something on the minds of those in the maritime industries.”

Editorial - President Signs WIIN Act, Including WRDA 2016 Provisions and More

U.S. Senator Jim Inhofe (R-OK), chairman of the U.S. Senate Environment and Public Works (EPW) Committee, and U.S. Representative Bill Shuster (R-PA), chairman of the House Transportation and Infrastructure Committee, were both outspoken and confident that a Water Resources Development Act (WRDA) for 2016 would become reality this Congressional session, and on December 16, President Obama signed the bill.

Editorial - House T&I Committee Approves Its WRDA 2016 Bill, H.R. 5303

On May 25, the House Transportation and Infrastructure (T&I) Committee unanimously approved H.R. 5303, the Water Resources Development Act (WRDA) of 2016. On April 28, the Senate Environmental and Public Works (EPW) Committee introduced and approved its version of WRDA 2016, S. 2848 (detailed in the last editorial). Before a final WRDA 2016, both bills must pass the House and Senate and a separate combined bill goes before the full Congress. It’s a long road, but support is widespread for WRDA legislation from both Republicans and Democrats, and both committee bill introductions were met with a lot of praise.

PORT OF SOUTH LOUISIANA HIGHLIGHTS LOCAL DREDGING ISSUES FOR DEVELOPMENT OF WRDA 2016

In November 2015, the Port of South Louisiana Executive Director Paul Aucoin participated in a Congressional rountable before the House Committee on Transportation and Infra-structure. At the request of Congressman Garret Graves, the meeting was held in New Orleans at the Louisiana State Supreme Court and the discussion focused on “The Importance of Port, Waterway, Flood Control & Ecosystem Restoration Improvements to the Nation’s Economy: Concepts for the Next Water Resources Development Act (WRDA).” The roundtable high-lighted for the committee current issues facing Southeast Louisiana and the need to include them in the 2016 WRDA bill.

On April 28, S. 2848, the Water Resources Development Act (WRDA) of 2016, introduced by Senator Jim Inhofe (R- OK), chairman of the Senate Environment and Public Works (EPW) Committee, and Senator Barbara Boxer (D-CA), ranking member of the EPW Committee, was approved by the committee, a first step in realizing the bill for the 114th Congress this year.

Congressional Research Service Rates Corps on WRRDA 2014 Progress

In February 2016, the Congressional Re-search Service (CRS) issued a report on the U.S. Army Corps of Engineers progress on the Water Resources Reform and Development Act (WRRDA) 2014, “Army Corps of Engineers: Water Resource Authorizations, Appropriations, and Activities,” by Nicole T. Carter and Charles V. Stern, specialists in natural resource policy for CRS. The report provides an objec-tive look at Corps progress so far on WRRDA 2014 and the study and construction process, as well as provides a historical perspective on evolution of the Corps’ Civil Works mission.

Editorial - Corps Updates House Subcommittee on WRRDA 2014 Implementation, as Committee Prepares for Future WRDA Bill

The Water Resources Reform and Development Act (WRRDA) of 2014 did a lot to legislate how the process for choosing water resources projects and awarding funding would take place. In the post-earmark era, Congress is looking to the U.S. Army Corps of Engineers to help them better identify the best projects for funding, and assist the Corps in cleaning up its own authorization and back log process. Much of the focus for future projects is also on leveraging private funds, in the form of public-private partnerships.

In 2015, final Tier 4 standards for regulating diesel engine emission standards went into effect. The standards affect all diesel engine applications, including dredges, and Tier 4 requirements should be fully implemented as of the end of 2015 for most applications.
